The purpose of the Expanded States of Consciousness Research Institute, a 501(c)3 charitable organization, is to advance scientific and exploratory understanding of expanded aspects of human consciousness, and to investigate the existence, nature, and development of exceptional human capacities through empirical and other systematic methods of inquiry.

Executive Director
Dr. Jeff Tarrant is a licensed psychologist, board-certified neurofeedback practitioner, and nonprofit executive working at the intersection of neuroscience, meditation, and technology-assisted mental health. He is the Founder and Director of Psychic Mind Science and the NeuroMeditation Institute, and serves as Executive Director of the Expanded States of Consciousness Research Institute (ESCRI) in Eugene, Oregon.
Dr. Tarrant’s work centers on advancing scientifically grounded approaches that integrate contemplative practices with neurotechnology to support mental health, resilience, and optimal functioning. He has authored and co-authored peer-reviewed scientific publications and book chapters examining brainwave dynamics associated with meditation, neuromodulation, non-ordinary states of consciousness, and psi-related phenomena.
